Useful parking information - Fredrikstad campus

For Students

Requires registration- Parking P2, student parking - Area controlled by Q-sec.

• The semester fee must be registered as paid, the earliest registration for the academic year 2026/2027 is during week 33.
• A valid parking agreement requires that you have downloaded the EasyPark app, created one active parking session with the rate code 444101, and selected the license plate number of the car you park with.

If you change cars during the year, remember to change the license plate number in the active agreement.

The agreement only applies to area P2. Parking outside the area, inadequate registration and/or incorrect license plate number, can lead to a control fee.

If you do not have a smart phone, or cannot download the app, you must choose other parking options yourself. You are responsible for parking legally, and may be charged a control fee of NOK 660 if you do not park in accordance with the parking regulations. HiØ cannot refund this fee.

Complaints about Parking Fees?

If students or employees want to complain about parking fees due to "Parking in violation of parking regulations," they must contact the parking company directly: park@qsecurity.no.
The parking company Q-security can explain why parking fees have been imposed.

Electric Car Parking

Before you start charging, you must download the Monta app, and obtain a separate code for short and long-term charging.

Handicapped Parking

There are marked spaces for handicapped parking at the main entrance, building A.
Public, blue handicapped permits apply to these spaces.

If you have a temporary disability that does not qualify for a blue, public handicapped card, a temporary, time-limited handicapped card can be issued at the reception upon presentation of a medical certificate justifying the need and specifying the relevant period. Parking for these time-limited proofs applies to designated spaces, except outside building A.

There are handicapped parking spaces at building H and Electric Car Handicap between building M and the Vocational School. See area map for the correct location.

Bicycle Parking

There are several options for bicycle parking around the university, including at building A and on both sides of building H. In the parking garage at the Stadium (under the ramp to the second floor), an indoor and locked bicycle shed has been established. This has 70 spaces, and the "first come, first served" principle applies. To access this bicycle parking, you must use the employee or student card. 

For Employees

Requires registration- Parking at P1, employees parking - controlled by Q-sec

There will be a control-free period in weeks 32-36, but be sure to park within marked area P1, with regard to free traffic; Follow the parking instructions described for the areas signposted with P1. This is to ensure access for rescue vehicles, prevent injuries, accidents due to crowding - and to avoid the confinement of other cars.

Control of the area starts on Sunday 6. September 2027- Without an active agreement after this date, you may be charged a parking fee.

• A valid parking agreement requires that you have downloaded the EasyPark app, created one active parking session with the tariff code 444051, and selected the license plate number of the car you park with.
• As an employee, you can only be on P1. If you are standing somewhere else, or have the wrong license plate number on the car, you can have a control fee charged.

Stadium Parking Garage 

In addition, HiØ has 40 parking spaces for employees under the stadium, opening hours
Mon - Sat from 0645 to 2300. These spaces are allocated according to application criteria. Parking must only be done in spaces marked "HIØ".

Electric Vehicle Parking

Before you start charging, you must download the Monta APP, and download a separate code for short and long-term charging.

Special Spaces (marked with a red or gray card)

There are special spaces marked "red or gray card" at the main entrance, building A, in front of building N, and under the mountain at entrance H1. Only people who have received a small red or gray plastic card can park in these spaces. The card must be visible in the window.

Please note that all parking outside marked spaces is illegal and will be fined.

Signs have been set up at the entrance to each of the three spaces at building A, H, and N, indicating control and fines.

Failure to display a valid card visible in the window will result in a fee of 600 kroner.

For Guests and Visitors

For guest lecturers or visitors, we offer free 24-hour parking at Zone P2.

This requires the creation of an agreement in your EasyPark app, with code 444093. Contact the service center in HIØ Fredrikstad by email; service-fred@hiof.no, or call 69608005, and we will register your mobile number in our system in advance.

To find the immediate area of the car park via navigation, you can use "Dokka 5". 

If the parking lot is full, guests are asked to use the paying parking in Fredrikstad Stadion P-hus.
