Europe in general continues to have difficulty in absorbing
the ongoing influx of economic migrants from less advanced
Continents. The purpose of this paper is to assess whether
welfare traditions in Spain and Norway can explain differences
between them regarding social housing policies for refugees
at the local community level. Alicante in Spain and Moss in
Norway are our cases, and we have used both documents and
interviews throughout the study. We have found that local
Non-Governmental Organisations (NGOs) in Alicante play the
dominant role, whereas it is the municipality in this respect in
Moss. These different roles fit perfectly into the welfare programs operated in both countries, while similarities that we have found have its roots in Spain’s and Norway’s obligations according to United Nations conventions. We argue that certain housing challenges for refugees do not relate to welfare traditions, but to some refugees hope to return to their home country (both cases), while others wish to travel to another European country (in the case of Spain).

This article reports findings from a comparative study of the influence of values and norms on the delivery of administrative and professional services in the public sector at the local gov-ernment level in three selected countries in the Baltic Sea Region, Latvia, Lithuania, and Norway. The research concerns the criteria that professional welfare and health professionals apply in individual cases whenever they are expected to make high-quality judgments regard-ing the care of older people. The research question seeks to ascertain whether there are signif-icant differences with regard to the effect of formal rules and norms on the effort to arrive at good solutions in providing public services in three democracies, one long-established and two recent.
The results of this study show that in making their decisions, professionals in all countries emphasize the necessity of considering a broad range of legal and professional norms. For all respondents these considerations – in varying degrees of intensity – rank ahead of economic and administrative concerns.

Begeistringen for små boliger og mikrohus bør tones ned.

https://www.moss-avis.no/begeistringen-for-sma-boliger-og-mikrohus-bor-tones-ned/o/5-67-1785760
Byggteknisk forskrift angir minimumsstandard for byggverk i Norge.

Boligpolitisk paradoks: Det avregulerte boligmarkedet åpnet for å bygge små boliger under Husbankens minstestandard.

An examination of Local Housing Policies for refugees in Spain and Norway. The Role of Models of Welfare

Keywords: Social housing policies; refugees; welfare traditions; Spanish and Norwegian local community
1. Introduction
First, we would like to clarify that this study has been recently published in The Journal of Social, Political, and Economic Studies, JSPES, Vol. 46, No. 1-2 (Spring-Summer 2021) with the title “Housing the Refugees: Spanish and Norwegian Social Housing Policies Compared” (http://www.jspes.org/spring_summer_2021_belmonte.html). So this paper has the intention to resume our main objectives, methodology and findings. It was not our preliminary aim when we sent our proposal in 2019 to discuss in IPSA 2020 Congress but COVID stopped any academic debate before the publication.
Our paper asks whether welfare traditions in Spain and Norway can explain differences regarding social housing policies (SHP) for refugees at the local level. SHP is an instrument that European countries use to handle the challenges from refugees. At the same time, it connects closely to other key challenges for the countries ´policies for handling the refugee´s integration in the society, for example: employment, education and health policies.
The purpose of the article is to describe SHP for refugees at the community level in two European countries, Spain and Norway.
There are undoubtedly differences between the policies at national levels in Spain and Norway regarding their national responsibilities about refugees, but this study does not consider these. It focuses on those in the hands of the municipal level because that is where housing is put into practice regardless which level of government has the responsibility for deciding who is a refugee. A refugee is a person who has been accepted as such by the national authorities according to United Nations Convention Relating to the Status of Refugees. Both Spain and Norway have signed it
In a time where European countries experience increasing numbers of asylum seekers, we expect different welfare types to affect the national policy towards refugees in different ways and that both welfare state traditions will manage housing policy following different patterns.
Social science studies in Europe about housing policy of refugees are rarely conducted in a context of cross-country comparisons of welfare types. To date their main context has been on integration in the labour market and/or gender inequality within groups of refugees. By studying housing policy in a comparative context of models of welfare, it offers an original contribution to the academic debate.
2. Method and material
One of the first aspects we have considered is a review of the literature to locate the models of the welfare state as well as for the social housing policies.
In this sense, we have categorized Spain and Norway welfare states according to Esping- Andersen (1990), Bonoli (2007), Ferrera (2010) and (Moreno & Del Pino, 2014) typologies. Norway has a tradition characterized by universal public welfare services, which means that they encompass all inhabitants, not only those who are most in need, and whether the person has contributed to the financing of them or n

Ideas and theories in regional politics
Norwegian authorities’ regional politics have all the time since WW2 aimed at stimulating worthy and comparable living standard all over the country. The character and strength of the politics instruments have varied, but there have always been ideas and theories that more than others have influenced politics makers’ decisions.
• Economic theory …
got a paradigmatic change in the 1930’s caused by the British economist John Maynard Keynes. His theory came to exert great influence on Norwegian economists who acted in key public politics positions through more than two decades after 1945.
• At the turn of the century, neo-Schumpeterian …
thinking became the dominant approach. Innovation, entrepreneurship, networking, and clusters were the new ‘vogue terms’ in regional politics, and legitimated various supply side initiatives to facilitate restructuring and Growth.
• “Path dependency”
In the context of our review of regional politics in Norway it may serve as one way of explaining way the legacy from the reconstruction period - to stimulate growth all over the country has been noticeable till now in Norwegian regional politics.
